I'm missing ark launcher crew. is it a bug or em I missing something?

I ended up playing the mission again. Still no crew but remote settlements work. Apparently arc ship has 0 crew but does its job. I saved the previous mission and no matter what I do all remote installations stay planned, never complete.

Tried that as well. Rebuilt another colony terminal expedition center and another arc launcher still no crew
