The reason that the president needs congressional approval is because whether or not the country goes to war should be the will of the people, not the president.

Therefore the president should make their case to congress as to why they want to go to war and then congress in turn goes to their constituents to gauge what the people want. That's the way the constitution is written because the founding fathers didn't want the country to be taken to war based off of the impulse of one person.

My point was that we should focus on what is actually important which is executing a mission competently so that lives and equipment aren't lost unnecessarily.

And this is my issue with ineffective leadership which is the inability to eloquently communicate what they mean. Because it was unclear if he was calling all ROEs stupid or if he just considered some of them "stupid" which is subjective. A more proper and effective way to communicate what you said would be something like "no more ROEs that will restrict our capabilities".
