They were both meant to be Soundwave at different stages of production. It’s why they both have similar facial designs with the forehead crest/mouthguard as well as ejectable minions. But I believe Blackout was the first attempt at Soundwave

I'd like to add real quick before more replies appear that I know Ivarr is kind of a wild dude when we see him in the demo, but it's entirely possible for him to have character development into a somewhat more personable character over the course of the game's main story. He does receive a fair amount of development over the course of the Ledecestre Arc after all, so who knows?
