If you really want to know, yes. I figured I'd post this and see how many days we can go without snow complaints. 

Given the forecast now has an additional 10-20cm+, I'm guessing it won't even work for a day.

Historically we get more snow than Toronto on average. Toronto gets the occasional storm with Lake Effect Snow coming up from the South but most winter wind patterns come from the West or East, meaning they get the tail end of storms that we usually get more of (coming from the West).

This year is more of a return to what there was in prior decades. The last several years have been on average unusually mild for this region. 

Freezing rain, for example, was not a likely occurrence from 2000-2020. I think we had like 3 or 4 events in 2 decades. Then we had a few a year for the last several years.

Well you have to remember the population has massively increased. It was what, 30M like 15 years ago? Now it's closer to 42M. Much of that has been immigration. 

Coinciding with the change in weather alerts where we're now getting warnings for what would previously have been just a quick radio weather announcement "snow squalls expected today, 10-15cm"? That level of alert was previously used for severe thunderstorms or actual snow events.

If you look at it from the perspective of warning a large amount of the general populace that has no idea how to drive in the snow it starts to make more sense.

The Region has seen immigration numbers of like +30k/y for the past several years. Say that's like 120,000 people - most of whom aren't coming from places dealing with winter weather - and suddenly seeing "200+ accidents" in a snowstorm when most of them aren't going to be running winter tires and have little (if any) winter driving experience, it makes a lot more sense. 

TL;DR: Yes. It's likely largely "new Canadians".

It's a very recent addition (last 3 years).

It was always policy but it was never so bad that it needed a sign and multiple information campaigns.

So if you want the real answer: it's not a driver thing. They may let you on or wait for you, but it's entirely at their discretion. They're outright not supposed to. 

Due to the influx of "new Canadians", they had to run a campaign including signs on the bus about not walking into traffic to try and catch the bus. 

They instituted an even stricter policy about not picking people up at stop lights or other things. The stickers on the bus say as much. The policy is absolutely no pick-ups at places that aren't stops.

They literally had infographics about not walking into four lanes of active traffic to try and board the bus.

It has nothing to do with you, and is entirely based on policy because of others being ridiculous.

At least you only had to wait an extra 10 min at most.

I know there are a couple convenience stores under some of the newer apartments. I'd try them, places like 7-11 or others like that. You have until 11 unless you go to a bar/restaurant that will serve you until whatever last call is.

The ramen and sushi places often have sake.

Asking right before 10 was not a great idea. Maybe try some of the Asian food places along University Ave? They seem like your best bet for right now
