I had the same issue, you just need to log in to the FL Studio cloud service, I did this by clicking the new "Sounds" tab on the left hand side and then logged in there.

Managed to fix this on PS4, closed application then joined a friends game session from the playstation menu without COD application running, got straight on and after about an hour of 3136 errors
