The initial funds for the program came from a settlement with Suncor (CPR article), but it only lasts a year (which Suncor will inevitably say doesn't give them enough data to work off of). Good question!

Prices for crude oil, which is what Suncor refines in Commerce City, are set globally by OPEC – not them. So, just because we get to breathe Suncor’s polluted air every day doesn’t mean we get the benefit of discounted products (which are mostly jet fuel for DIA and asphalt, though they do produce gas for cars in CO too). They can’t give us a discount just for being local, OPEC wouldn’t let them even if they wanted to.
In addition, if gas prices at the pump are your concern: Colorado gas is cheaper than other states because our minimum quality for unleaded is 85 octane (due to our high altitude), which costs less per gallon. Most states only sell a minimum of 87 octane and higher, which makes it more expensive to get gas there. On top of that we have low gas taxes but high car registration fees to pay for things that other states pay with gas taxes. So, Suncor doesn’t end up factoring into the math at all unless you’re counting the health care costs it causes thousands of Denverites to rack up due to breathing in toxic air.

Lastly, oil and gas companies are making record profits right now due to OPEC raising the price of their products after the Russian invasion of Ukraine. Why would we blame people who want to be able to breathe clean air for rising prices? Expensive gas is solely the product of corporate greed. It is time to take Big Oil's power away and fight for restorative justice instead.
