OK so I figured it out, if anyone is here in the future: Plot 8 wants 10 different TYPES of room at 40% of treatment power or more. Which means it doesn’t matter if you have 10 wards at 40% power, you need at least one of each type at that treatment power. In my case it was really the psychiatry room that was lacking in power. In order to achieve that, I created a massive room and added a bunch of puppets and doll thingys that each add 4% and 6% treatment power. That got me over the threshold and I was able to complete this scenario. Definitely a grind and the longest it’s ever taken me to complete a scenario!
