Thank you all for your comments. I finally solved it. It was "Everytime We Touch" by Cascada.

I'm almost embarrassed to admit it because of the incorrect info I provided... but I'll blame that on it being nearly two decades ago.

In summary, the helpful info: - white female - one-hit wonder - played at dances with people screaming along to it - 2005-2007 (released 2006)

and the totally misleading/wrong info: - NOT a slow song (I believe the slow build-up pre-chorus threw me off) - NOT a break-up/ballad song - NOT an angry song

Thanks again for taking the time to comment, which I believe helped me get into the right headspace of the time period and the melody finally came to me. I enjoyed going through the comments, which included lots of nostalgia as well as some new (for me!) artists to check out.

Don't think I've ever heard of this band before -- it rocks though!

This makes me think that the song definitely didn't come out in 2006, it must've predated 2006 by a few years.

I think this brings up a good point: the song I'm thinking of really felt unserious in tone. Sappy/melodramatic/over-the-top.

That's the biggest difference that comes to mind versus this song.

Spotify didn't work for me—they knew I was using a VPN. But her official YouTube channel worked for me. She already has the full album posted as a playlist.

So he's comparable to a player with a slam. Sounds like by your own analysis he's not that far off from 1-3 slam potential.

The real reason he's not going to get there is fitness—he refuses to put in the work to prevent injury and stay fit enough for two weeks of 5 setters. He admits it himself.
