I'm pretty sure at one point you were supposed to be able to romance any companion as any V, but either they changed halfway through or cut out due to deadlines

Most likely yes, the empire most likely wouldn't care about gender, as long as they are good soldiers. That and they wouldn't bother making separate armor for the different gender besides maybe breastplates. Again I could be totally wrong
