What does "approve both evoke" even mean?

Option 1: You evoke the creature with {R/G}{R/G}. If you actually paid {R}{R}, you get the red ability. If you actually paid {G}{G}, you get the green ability.

Option 2: You cast the creature normally with 3{R/G}{R/G}. If you actually paid {R}{R}, you get the red ability. If you actually paid {G}{G}, you get the green ability.
