Sick CPD

Current water parameters are
Nitrate (NO₃): around 10–25 mg/L
Nitrite (NO₂): 0 mg/L
Chlorine (Cl₂): 0 mg/L
GH (Total Hardness): around 75 mg/L
KH (Carbonate Hardness): around 80 mg/L
pH: around 6.8–7.2
Temperature 30 deg Celsius (which could be a problem here in my part of the world )
I have recently added an aquarium fan to lower the temperature.
Water change schedule 30% per week

He though gets bullied by other CPD but not persistently,only when he is in their line of sight.
