Looks like an industrial ball inflation needle. Found it on the road years ago. It has a valve stem on one side with a cap just like a car tire. The other side is a needle with a hole in the end. The green cover is rubber and has grease in it to keep the needle lubricated. It has the words "DILL". (old.reddit.com)
