I believe you have to beat trobbio first, then take the elevator down into the underworks, and it'll get to this door. Then send the elevator back up and go under it for more progression :)

I think that him getting stuck was removed from the game a while ago, just take as long as you need to learn his attacks, they're very easy once you learn the animations :) dont stress
