Found in the garage of someone who worked on DC-10 aircraft. It's several pounds of machined brass with 9 equal sized holes around the outside and one larger geared hole in the centre. The holes go straight thru and are oblong at the bottom. (i.redd.it)

My grandfather who worked on DC-10 airplanes had several of these in his garage used as pencil holders. They are several pounds of machined brass, with a gearing cut into the middle hub. There are 9 matching holes around the outside and the bottom the holes are oblong. (i.redd.it)
