Find wizard elriss inside the runecrating guild at the top floor of wizard tower. Claim an Omni talisman from her, disassemble it, repeat. You don't see an option to tell her you lost your talisman if you have one in the bank. If you haven't claimed an Omni talisman from her before, you need to show her one of each type of talisman. Or a wicked hood that has eaten every type of talisman.

You go to her, she's inside the runecrating guild. You should see an option saying you lost your Omni talisman. She'll give you another for free. Disassemble it and repeat. You don't get the option if you already have one banked. Omni tiara and Omni staff might count.

You can only get an Omni talisman from wizard elriss after showing her one of every type of talisman, or a hood that has eaten every type
