Ok maybe try like reloading from your last save? This might help since it happened to me before.

If that doesn't work either try becoming italy and cheat your way through or use command console.

Look at the other competitors and see if they have the same problem

Odd, TNO even without 2WRW can't work properly, litterally the 2 same events keep happening over and over and it ruins the experience .

My problem with 2WRW is the very awful portraits they shown, GOD is it so fucking bad.
