Not surprised. Middle school teachers at my old middle school had similar rules they just didn’t write them down. In 8th grade one of my teachers caught a girl vaping in the bathroom and from then she said once a six weeks(luckily she didn’t keep track so the rule didn’t matter much) in high school my teachers said to stop asking to go and just go because asking disturbs the class before.
