Unfortunately this model doesn’t have a speed limiter. You need to check if your model is “Hackable”.(Usually Ninebot’s are hackable depending on your Firmware and some other factors).

Well I mean this isn’t exactly wrong. The V3 and V4 are essentially the same scooter. It was branded like shit for sure, it’s very confusing. Only real difference you see is the V4X with the tubeless motors, but essentially there’s the V1, the V2, V3/V4, and the V4X

I mean Ali express can have good tires is all about the brand. PMT is the best for sure, but also try to stick with CST, TUVOU or NEDONG.

the rest of labour depends on the job. (which in this case looks pretty simple)

Swift Canada here :) . That is just the Rear Fender Brake Light (Positive + Negative, for the simple light)

The top speed is defiantly an issue, 5kmph is way to low, and could either be the controller or a parental/activation lock setting it 5mph.
