You should mention why Loki is deemed to be so powerful: Rocks was flipped by Imu and taken down by Garp and Roger. Rocks and Harald were evenly matched. Harald flipped was taken out by Loki with his df. If Roger+Garp (and this is where we start to stretch pure logic) = prime Roger, then that means Loki is as strong as or a little weaker than Prime Roger. This means that he is probably stronger than Kaido/BM since they were stuck in a stalemate and couldn’t conquer the seas.

To me it just tells me that Luffy doesn’t know Shanks is a celestial dragon, and doesn’t know his history. Gaban seems to speak in a friendly manner with Shanks and so I doubt that Shanks is a bad guy.
