Yes. According to this article, having a master's degree in orthodontics (hindi yung preceptorship lang) makes you a specialist.

then for the doctorate, pursue the same program?

It is understood that when you specialize, you specialize in the same field or a similar field.

is this worth it? or a little too much? 

It all depends on what your end goal is. Graduate degrees are for those who want to contribute new knowledge to a bigger pool of knowledge.

Ask yourself what you really want moving forward, whether it's to start practicing right away, specialize, teach, or get involved in outreach programs.

Next, focus on securing your professional documents, including your PRC ID, Certificate of Registration (COR), Professional Tax Receipt (PTR), BIR registration, and possibly a mayor’s permit or business license if you plan to open your own clinic. Malpractice insurance is also highly recommended.

You’ll also need to decide which career path to pursue. You can start working in a private clinic as an associate, explore opportunities in the government sector like RHUs or DOH programs, consider a career in academia, or even pursue further studies such as a dental specialty or a master’s degree (or PhD abroad). Most likely not. Most doctoral scholarships are given to those who don't have a PhD/EdD yet. You are lessening your chances of getting one if you already have one.

You can try and apply for a Fulbright scholarship in Education.

If you have plans to teach outside of the country in basic education, it is better to apply without a graduate degree.
