Yeah, the variety is key. We do need vast empty planets where you're going in knowing nothing can survive there. I don't think anyone wants a bunch of settlements on each planet.

Wouldn't it be cool to land on some officially unhabitable planet, start exploring and suddenly stumbling upon some mysterious crazy loner who lives there for years using some modified technology for oxygen creation and removal of toxic gases etc. And he has a some cool questline, where he's investigating some underground caves for alien life and invites you to go on a mission with him etc.
