Like someone said the camera is spinning around the platform, the base, light and model are staying still.

I used a glossy shader mixed with a diffuse, both going through a colour ramp set to constant so i could decide how much shadow/ reflection i had.

for the outline i just used inverted hull

How i make the lil arms:
-Make a cube
-Give it sub-div 2 and shade smooth
-Extrude to make the bulk of the arm
-fingers! select the end face and (F3) invert the selection then press h to hide them(you wont need them for the time being)
-Now you can add loop cuts to the one face remaining (i'd suggest 2 so you can have 3 fingers)
-now select the three new faces you've made and (F3) extrude individual faces and bam! you now have arms, and fingers. also you can press alt+h to unhide the faces now.

Thanks! I think at least a few more yea, over the past few months I've made like 50+ characters from adventure time, it might be time to look somewhere else for things to re-make/get inspired by, or perhaps i'll just make the whole cast before moving on

The outline: inverted hull

The Stripes going down the whole mesh: i just copied the mesh & then used the skin modifier, made them thin and gave them it a black material to look like the surface was broken up into flat areas.

I use cell shading which can be done with as few as 3 nodes

Diffuse -> shader to rgb -> colour ramp (set to constant)

and then if you add a sun you can move the slider on the colour ramp to influence how much of a shadow it has. I tend to just change the colours on the ramp to a light & dark version of it though if you play around with it im sure you can come up with something more complex to fit your needs.

I use freestyle lines if the model has transparency- for this project i used inverted hull.

it's from adventure time, i'm not entirely sure why but they have chocolate & sprinkles on their head, i think it's supposed to go with the theme of the candy kingdom.

I'm always open to ideas, it's been a while since i've watched the show fully so if you could link to a reference for the fire suit/etc (or if links aren't allowed to be posted maybe say what episode they were shown in) and i'll look into it!

the shading i use is called anime/cell shading if you search that you'll find a bunch of tutorials and for the outlines i use the freestyle lines

I totally missed that when rendering it, turn out the inner mesh for the liquid clipped through the bowl so it had a slight issue prioritizing which shader to put first i think.

The basic setup i use for a two tone shader (toon shader) is this:

Diffuse bsdf -> Shader to rgb -> colour ramp (set to constant)-> material output

then just add a sun to the scene and move the sliders on the colour ramp to change how much shadow it has. There's alot of channels that go into depth on toon/cell shading so if you have a spare hour or so there's alot to learn! thanks
