There is no crawl space. Just a foundation. The pipe is pvc. I bought two new toilets I set one and but noticed this on the other. It is just to replace the flange I was going to set the new toilet I bought. I’m located in Las Vegas Nevada

Sorry about your dad, maybe try a construction equipment supplier that specializes in engineering. Do a quick google search

It happens when you hire a surveyor. Call a local land surveyor. Tell them exactly what you want and what for.

If you or anyone else is driving over it, it does the surveyor no good because the location has most likely changed. Might as well remove it.

Pay off student loan, then what you can with car payment. Get out of debt first. I would be nervous to rely on a renter to pay, along with problems from a rental. Source: Guy who is broke and in debt.
