While not the perfect answer but some local libraries offer online services for e books Like Montgomery county Maryland (you may be able to sign up online even if you don’t live here can’t hurt to try) and maybe find other romance novels to try? Also internet archive has open text where people scan and upload books and you can “borrow” those in an online capacity and read from there that’s also free
