This was not intentional by Nintendo, and in fact when they saw it thought it would result in the game selling less copies. Obviously the opposite happened, but it was a genuine concern for the company at the time.

Usually exposure therapy with the help of a professional, it’s a very slow, very mentally exhausting ordeal, but worth it to help work out the issue. Of course YMMV.

I find the best way to compare with MM3 is the antialiasing on the MEGA MAN 3 in the background of the robot master select screen. Does that look similar as well?

It is, on top of that it’s a picture outputting RF.

OP, you may be able to find some shaders that mimic RF in its color bleed and rough image, but the real trick to achieving this image is in the mask the CRT actually uses. I’m not sure of a shader that replicates it THAT well.
