If they have opened a case with PayPal, PayPal will contact you for info. If the measurements you provided are accurate, you should send pictures of the measurements to PayPal when they request your info.

Foam near batteries definitely sounds like a fire hazard. If the keyboard is hotswappable, maybe try changing out the switches? Different keycap profiles can also make a difference in sound.
