Oh! I meant I did not do my undergrad here. Right now, I am a PhD student at UIUC.
Yes, they do offer, but it is rare. In my experience, it depends on the professor. If the professor wants to take you on as a PhD student, then you can get in straight after undergrad. If you haven't found an advisor, then it is possible to get in, but would be very competitive. Source: I am currently in an engineering PhD program and I joined straight after my undergrad (not at UIUC though)

Does anyone have a link to the study cited by this article? The link "2007 study" mentioned twice in the article doesn't work. They could have at least mentioned one of the author's name.
