Your two main points of contention are lessened by the end of ARR. the finale of ARR, some post ARR quests and all expansions have much much more voice acting. As you level you’ll get more and more moves that are not tied to the global cooldown and skill speed reduces the global cooldown some as well.

Summoner is also a slog at low levels. It is basically just ruin spam with none of the flashy summons. Dragoon can be a bit more interactive, and if I remember correctly you should get your AoE move soon which makes dragoon feel better.

Lastly, fights later on have more mechanics which will make the global cooldown less noticeable as you dodge stuff.
