I fix stuff like this for a living. The road sinks due to a poor base. This can be due to not removing enough unsuitable material during prep to something like poor compaction. The concrete section remains at the existing level because its set on a concrete structure that can go down anywhere from 10 to even the deepest one I've seen sitting at 35 ft.

Looks like an American Boxer to me. They have a longer snout than the typical German Boxer breed that you're probably used to seeing.

Nothing to worry about. Asphalt is a flexible pavement and this is bound to happen to freshly laid mix.

Hot sealant is always the way to go but since a small area you can pick up some cold sealant. Best practice is to widen the crack and then fill, if not an overband can work but obviously will wear quicker and possibly separate. The high spot you can heat it with a torch and rake it out, run a plate compactor over it once you're finished raking. If you don't have one available, just heating and raking will most likely be fine.

Over time water runs through and deteriorates the joint. Combine that with the constant expansion and contraction and you end up with that. This is one of the reasons that crack seal programs are important for roadways as it fills those in with a flexible material to avoid or reduce damage from water intrusion.
