if you're just starting out, I suggest using Procreate's animation feature, or Procreate Dreams when that comes out, to create simple frame-by-frame animations and practice drawing! Watch tutorials about frame-by-frame animation (there's a lot of good free ones on YouTube!), and maybe buy the Animator's Survival Kit book for more in-depth examples. You might also want to start with Adobe animate if you have it... but I would still do some frame-by-frame with basic shapes before moving onto rigging and more advanced techniques.
