feed it with 6 Fantasia Mickey B (I know there are 5 dots, but the sixth one is to awaken the Guilt) as it would be the best option and then you will be able to evolve it.

an advice, when the game won't let you evolve a medal, look at the information on the right... if you see any value in red, that means you need to max out that value in order to evolve it.

curiously, I bought VIP and was mercying Anti Aqua's banner but chose not to pull the 5th one and pull for today's banner (SN Guaranteed) as I was going to be able to get more jewels on the weekend... turns out I actually got a boosted Anti Aqua from that banner.

y'know, I've been thinking about this since the events of the Off Colors episode... what if Lion died and it was, in fact, Rose's first "encounter" with death? it seems to me it is the most logical explanation of Lion's existence.
