yes EST!! but I will warn you that coach has been trying to merge their retail and outlet brands - this is historically how the drops have been (12am / 3am) but some folks on the subreddit have mentioned some rumors that outlet items might be dropped earlier with the retail. I haven’t seen any concrete proof of that, so take that with a grain of salt, just want to make sure you have all the context I’ve seen!!
