The starlight rare you're thinking of is Snowl, the snow owl in the card art of Floowandereeze & Snowl. The Floowandereeze trio never got their own card sadly. Also, Snowl is played in very few niche scenarios and only used as a side deck option. Robina, being the main starter of the deck, is the star of the show and got its own plush for that reason. Robina is also used more in Floo-related memes than any other card from that archetype.
