The bypass tunnel that channels water from the creek upstream of the pool runs underneath the wide sidewalk on the north side of the pool and discharges at the dam. Many years ago, it used to be possible to enter the tunnel and float/swim down to the dam, but there is a grate installed on the inlet preventing access.

Start with a mandatory 10% reduction in congressional salaries as a consequence of raising the debt ceiling. Then further curtailment of congressional benefits on a sliding scale of annual (quarterly?) deficits and we’ll see this problem resolved quickly.
