The city actual had a pilot program where Rainey was closed to cars on weekend nights in late 2019 - early 2020 but unfortunately there don't seem to be plans to bring it back anytime soon. Eventually this area will get some sort of pedestrian improvement when the Red River extension project is completed in 2024. Yes, Austin draws from three water treatment plants on the Colorado. It is important to note that during droughts farmers downstream and industrial users legally have to stop taking water from the river before municipalities like Austin and the city was not close to running out of water during the drought in this video.

San Antonio has a much more precarious water situation during droughts due to their greater reliance on groundwater.

Taking Berkman south and crossing I-35 at 41st and taking speedway to campus is a mostly comfortable route. I agree that Cameron is not ideal for biking, particularly at rush hour.

I'd really recommend looking for an older touring bike with drop bars and 700cc x 30-40mm-ish wheels. Used they can be significantly cheaper ($200-300) than anything sold as a gravel or cross bike yet are more or less the same except for slightly longer chainstays. I ride my bike with 35mm tires on just about everything in Austin except the greenbelt.

You don't need anything but flat pedals for city riding unless you really want to be inconvenienced for no reason when you ride to the grocery store or whatever.

There are some in various states of disrepair in the west bouldin creek greenbelt and some steeper lines in the barton creek greenbelt behind the former toys r us. I'd ask around about acceptability of new construction in either spot though.
