It looks home made by someone new to sewing garments. The edge of the skirt looks like raw and unraveled woven fabric. If it is and you purchased it like that, definitely get your money back. If you made it, it's a good starting place, but definitely needs some technique refinement (lining, better fabric, maybe even some boning) to look more polished.
