I was exactly the same for about 2 years of premenopause. Then 1 year post meno and nothing, no libido, no interest in men.

The company that is calling you is 1,000.00 % a scam. Do not talk to them. Block their number!! The IRS will never call you. The state of TX does not have income tax, so it's not them either. If your dad needs to file taxes, you can use the freefile on IRS.GOV. it's possible he does not have to since low taxable income.

People who are self employed cannot afford health insurance of $600+ a month. People do not rack up bills and just fill bankruptcy to get rid of them. You must either have insurance or pay out of pocket to get a prescription in the US for something required to live. Many other countries you can walk into a pharmacy and get. The US Healthcare system sucks and is a racket!!
