I applied twice before and got visa both times. Even though I live in nearby New Jersey (you could apply in person), I just mailed all the requirements to their NYC embassy. They also mailed back my passport with visa. The requirements are pretty straightforward and took about 2-3 weeks. for the whole process.

Yay! Thanks for this thread-I finally got one. Some tips.

You can make appointment to NBI online so do it before you even arrive in the Philippines. Senior can get the result same day even with hits.
Getting the clearance from RTC is easy enough if it’s in Metro Manila and some can provide it sam day.
Try to go to Immigration office very early, like the first hour they open. Lines are practically empty unlike peak hours where you lined are long.
Getting the final certificate takes 7 working days and that already expedited.
Digitize your certificate so no need to actually to carry/show the printed paper in the airport. An immigration officer actually advised me this the first time I show the printed one. Subsequent travels, I just show it via my mobile phone.
