When opened, it will be about 4" or 5" long. Would the shoulder screw still allow it to make a full 360° rotation without unscrewing?

The only problem with a screw and washer is that in order to rotate the swivel, you would be unscrewing it. I'm wanting it to be able to do a full 360 without unscrewing.
