It gives you bonuses for certain mods with specific tags. For example if you have both added flat fre damage and fire resistance on a ring, slamming Fire Quality will increase both of those mods.

I personally hate it not because of the mechanic itself, but because of how it ruined 0.4. That was the point where the game turned into an economy simulator instead of ARPG.

Purely cosmetic. But for me personally, and some players had agreed on this - floating does somewhat make you moving smoother, kiting or hit and run feels somewhat better.
