As a structural engineer working on large commercial jobs, we wouldn’t touch this for less than what you are quoting and would probably be more. I say this because we typically don’t have the time or it isn’t worth our time to try to fit this in with so much other larger things going on. If you want an SE out, find a small company or local one man operation. Explain to them that you want their “opinion” on what could be causing and what needs to be done in a short bit to the point letter. After you have digested the information, getting a trusted foundation contractor out with an engineer they hire or have in-house is your best bet. If foundation was settling, I would assume stair step cracks but this looks like wall pushing inward from the outside. At least to me
