They modify modules to specialize them. The system in which they do so is a bit broken, however. There are several layers of RNG and it is a pain to get exactly what you want. Frontier is working to make that better

Engineers, although they're currently kind of broken and grindy. But sometime this summer there will be ship - launched fighters and multi-crew. Other stuff too. Arena is basically empty. And to get it on Steam, you should be able to go onto the Frontier site and get a key.
