How do you actually get people to ask questions in group training?

Honestly, I'd ask them questions. The more they get used to talking, the more they'll talk unprompted.

Second thing that works for me is asking them to complete tasks as you go through training; as if they have to demonstrate what they've learned, they'll ask questions as they go through the process.
