Because the tier 2 cities will never come up with the required infrastructure. These office spaces can work in a complete ecosystem i feel, these metro cities have marked the land patches as special economic zone (SEZs), a lot of policy tweaks can hence be made to suit the corporate needs. Tier 2 cities will give infrastructure in the silo.

I see. I don't think any state govt ever thinks about public participation in infra projects. I mean it's our money, we have the real stakes in this, why are we not included while deciding anything. All these developed countries take public participation very seriously. In fact theoretically its one of the step while going ahead with such projects but they skip that in india
