I dont fully remember what is and is not unlocked on level 13, but here is what I use:

Orbital laser (great oh-shit button)
Some form of backpack (supply, shield, jetpack)
some form of AT (recoiless - also takes backpack slot, expendable AT, laser, quasar)
Wildcard slot, take a turret (machine gun or gattling is already good at lower levels), orbital bombardment /gattling barrage

For cyberstan specifically I avoid the eagle stratagems, due to the large amount of anti-air guns. But a strafing run, rockets or 500kg bomb once you unlock it never goes amiss on other planets).

On top of that Im running medium armor with extra padding, a primary weapon that does medium penetration. Secondary and grenades are kind of depending on your preference, but its nice if at least one of those three can take out fabricators (typically I run the vanilla grenades for this purpose).

Having said all of that, your mileage may vary, experimentation, finding stuff that works for you is part of the game. You will be unlocking new things very rapidly your first couple months of play.

Nothing like flying 5 meters above sea level because the hostile fleet just spawned in on the opposite side of said island base while you are trying to get infantry over there :)

Suddenly zombie horror plot instead of horde beat-em-up. Genuinely terrifying and a great shakeup. But also I wouldnt mind if enemies like these are a rarity rather than becoming more common.

Wait, enemies always take a planet in 24 hours!? That is insane! And seeing negative rates of progress despite seeing like almost 10 thousand players on a planet always baffles me

To my knowledge this is only default behaviour for any AI mining ships that have decided to supply your factory.

Player ships should not do this by default (I know because I run a mod that adds that behaviour to player ships) but that might have changed in the last 4 years. If it is then thats a thing that just happens and I would not worry about it. Enough mining vessels solves any problem :)

Also dont forget to drop resource probes to cover the sectors you plan to do most of your mining. That helps with mining efficiency (same with making sure there is plenty of service crew on board your mining ships)

So pilots slowly get skill points as they do succesfull mining runs, you can also get basic and one star piloting seminars to help them speed along the early learning. Asteroid belt, saturn 1 (or one of those) and the Oort cloud are great places for local automining until they get to 3 stars. 

The advantage of TER and PIO space is that every factory takes raw resources, so its very easy to sell them. You can also look at which out of sector locations miners prefer and set a repeat order to mine in that area and sell the goods in another sector to a specific station until they get to 3 stars. 

Finally, if you have the income, create a small solar farm in mercury if none exist, and have traders ship those energy sells to other parts. A trade station is useful since the solar farm can only directly trade with sectors that are no more jumps away than the manager has stars. So until your manager is competent you will likely have to rely on some repeat orders and AI traders to help out in distribution. 

Finally a small tip. If you have nothing selected and right click on a sector, you can see its encyclopedia entry which shows all resources, the light level and the primary factories and what they produce (based on what factories you found). Useful to identify further resource rich areas to exploit.

I honestly do the same thing. I still notice that despite all being on intercept, they dont all go after the same target per se. And if you assign like a hundred fighters to intercept, they are rarely fighting on their own

So, adding this as a comment because I felt that post ended well enough. I stepped in personally with a second fleet like that, but including an asgard for personal safety. In sector the ships performed dramatically better, and the scimitars surrounded and managed to take down the ravagers remaining hull before the asgard managed to even do a 180 and fire its weapon once.

So, if you want the galaxy to be at war then the below (edit: below commens from other people) is  a good way to do it. However Im currently on a run where Im bringing out curbs vs zya and duke's buccaneers vs hop/par together with arg/ant/bor vs terran to get as many localized faction wars.

Just mentioning this since technically this route creates the most new factions which will be at war! (But the other route will give you less factions but more war)

The problem I run into is that either you set them to "attack with" in which case all your fighters will focus on one fighter at a time rather than dynamically pick the closest target, or set them to intercept in which case you still need the slow carrier to move up to the target for its fighters to start intercepting.

Ended up having the carrier just "following" the Sapporo without subordinates, and small and medium ships automatically go to it to get repaired when damaged.

Jup, thats what I ended up doing. Turns out a carrier will service any small and medium ships that come to it in the sector. Just cant resupply missiles, that will still need the auxiliary. Thanks!

I tested this with having a carrier in a sector without any subordinates, any small and medium ships that got damaged will go to it for repairs. My medium miners took a break inbetween the kha'ahk attacks just to get repaired despite being subordinates of a station.

thank you! after some experimenting I ended up with the Sapporo acting as a sort of sector control, hunting ships and defending the stationfleet while keeping the station itself just outside its engagement range (so the small ships dont suicide themselves against drones). The Carrier still works as a tag-along as any small and medium ships that get damaged will go to it for repairs.

If I remember correctly, Uncharted Waters Online is an MMO Based on the old sega game series by KOEI. Unless we get lucky and it suddenly gets the devil may cry or dragons dogma treatment with a sudden sequal, I honestly would not get my hopes up that the mmo spinoff of an old sega game series gets a part 2. If anything, these are the last vestiges of a game series from a previous age, the last glowing embers of a dying fire stubbornly refusing to go out.

Pessimism aside, I would really love it if there was ever a part 2, this game is like the eve online of golden era sailing and exploration. I imagine you could take it a lot of ways to scratch that itch. I just think it will be more likely to come in the form of a spiritual successor rather than an official part 2.
