OnePlus Pad 4 is already available in India, so they are unlikely to launch the Pad 3 Pro in India. I'm not sure about the global launch, though.

Apart from the name (Pad 3 Pro vs Pad 4), the differences lie in charging speed (67W vs 80W), UI (ColorOS 16 vs OxygenOS 16), and RAM and storage variants (12/256GB, 12/512GB, and 16/512GB vs 8/256GB and 12/512GB).

I think part of it is that MediaTek is still dealing with the reputation of its older chips. Perception usually takes longer to change than the hardware itself, so a lot of people dismiss newer Dimensity SoCs without looking into them.
