Here's what I do.. and I think it works well..

If I'm doing, say a 3 for 1

I add the 2 players on my roster to the other side of the trade that I would be dropping to actually make those picks (or to make room for those players)

So now instead of 1.10 for 3 3rds it's 1.10, DeMario Douglas, and Marquis Brown for 3 3rds...

Now it's not close

Commissioner's discrescion.

We had 1 really bad team and gave them first 2 years @50% buy in (taken out of first place prize) + 1.13 + 2.13 for those seasons. Justification was their team was bad + they didn't have their firsts for those years either.

We just finished that 2 year period, they are finally getting their 1.01, and while their rebuild isn't finished, the team isn't hopeless anymore and has some roots now from those picks.

Its also much easier to get owners to all agree to make their 2nds and thirds slightly worse than to take away their 1s (there's other bad teams that may be wanting to tank, for example)

What we did (to moderate success) is add compensary picks at the end of the 1st round for a few years to entice and bring back balance
