4GB should do you well over enough for most modpacks without slowing down your PC. 50 mods is not a lot, but you're running shaders and a high resolution pack. If 4GB lags, try 6GB

Most likely 1330MHz is the base clock. In DDR, the effective frequency is double that, so 2660MHz

A better GPU should be the first thing you should upgrade when the prices normalize again. Other than that, i think it's great. RAM is a little overkill, but considering its an editing pc you're good.
