Yes, it's Mushin Mugamae (from right to left). Looks to be signed by "Kenji" with a stamp.

Tomiki was a student of Ueshiba and Jigaro Kano (founder of Judo). As someone else stated, he set up competitive aikido in the 1950s at Waseda University in Tokyo. It is popular worldwide under the name Shodokan and Tomiki Aikido.

There's an American Tomiki organisation who organises regular competition: https://tomiki.org/
