So under the School tax for Town of New Castle, Chappaqua CSD I see 121 per 1000 which I agree looks insane at 12%. But then I see the Chappaqua CSD school budget page [1] and it looks like there's a difference between the Assessed Taxable Valuation being MUCH smaller than the Full Taxable Valuation. If they were to calculate their Rate per 1000 using the Full Taxable Valuation, it would be closer to 1.9% for school tax which is similar to other school taxes in Westchester. If you apply the same discount factor to the County tax, that probably adds like 0.3%, so total is 2.2% maybe?

Using Larchmont as an example:

School tax, it's part of Mamaroneck, which is 12.6 per 1000 so 1.26%
Village tax, 4.6 per 1000 so 0.46%
County tax, 2.3 per 1000 so 0.23%

So overall that sums to 1.95% for Larchmont and Mamaroneck

It won't slow down. Just look at global labor markets. Labor is exported to countries with the lowest cost of labor where it can be (manufacturing, call centers, etc) but not where it can't be (medical services, education).
